UNCHAP: United Neighborhood Citizens Home Appearance Patrol. Episode Episode #101. Starring Uncle John and Jack Vale, UNCHAP is a series that follows its employees through neighborhoods as they protect the citizens from eyesores. Some comply with the regulations... some don't. The ones who don't receive citations signed by our boss, Frank Downey. Since fines have been known to be excessive, we encourage all home owners to pay the violations issued, to avoid further collection efforts, (including but not limited to) repossessions of personal property either owned or not owned by UNCHAP, excessively high interest rates and community service which includes physical labor and personal cash expense.
